Any tax over 12-14% -- regardless of the base -- will corrupt enough taxpayers to render the system unfair to all. So, beware of single-tax proposals. The U.S. government blows more money than any single tax can generate. The key is to tax multiple bases, disparate in nature, and with simple flat rates. That is a system both fair and sustatinable.
